Buzz: After the attacks of Sept. 11 prevented Westfield from taking ownership of the 427,000-sq.-ft. World Trade Center shopping complex, the firm sat in limbo for several years before recently finalizing a partnership with the Port Authority to bring a major retail destination to Lower Manhattan. The development will combine street-level specialty shops with a variety of restaurants.
