Society of Industrial and Office Realtors Richard C. Stanland Jr. has been elected chairman of the Society of Industrial and Office Realtors. Currently, he serves as vice president of office and industrial leasing for Columbia-based Edens and Avant. Stanland also is past president of the Greater Columbia Association of Realtors.

The Seeley Co. Robert C. "Cody" Plott has been named president and CEO of The Seeley Co./ Colliers International, Los Angeles. He is responsible for sales, acquisitions, expanding client services and day-to-day operations. Previously, Plott served as senior vice president of business development for Glendale, Calif.-based Airport Group International Inc.

Cadence McShane Corp. Neal L. Harper has been promoted from executive vice president to president of Dallas-based Cadence McShane Corp. He is responsible for the management of the Dallas, Houston and Austin offices, and will oversee construction, new market and growth strategies. Previously, he served as director of business development for Dallas-based Construction Management Technology Inc.

CarrAmerica Realty Corp. Phillip Matchett has been promoted from director of operations to vice president and director of operations for Washington, D.C.-based Carr America Realty Corp. He is responsible for Southern California property operations. Previously, he served as asset manager for Newport, Calif.-based Layton-Belling & Associates. Also, Patrick Russell has been promoted from senior project manager to vice president and senior project manager. He is responsible for Southern California design and construction. Previously, he served as architecture director for Los Angeles-based Metropolitan Life Real Estate Investments.

Winstar Communications Inc. Richard J. Uhl has been promoted from president and COO of Winstar for Buildings to group executive and CFO of New York-based Winstar Communications Inc. He is responsible for all financial and corporate administrative support. Previously, Uhl was a member of the board of Rochester, N.Y.-based Frontier Corp.

Terremark Hospitality Services Inc. Rafael O. Villa has been named president of Miami-based Terremark Group Inc. He is responsible for day-to-day operations and will also serve as interim general manager of Fortune House Condominium Hotel - a new launch for Terremark. Previously, Villa was general manager of the Mutiny Hotel in Coconut Grove, Fla.

Fifield Cos. David K. Clark has joined Chicago-based Fifield Cos. as COO. He is responsible for strategic planning, and day-to-day operations. Previously, he served as senior vice president of Chicago-based U.S. Equities Realty Inc. Also, Michael Pepper has joined Fifield as senior vice president. He is responsible for project development. Previously, he was a consultant for Chicago-based Michael Pepper & Co.

Insignia/ESG Inc. Gerald Zimmer has joined the Marlton, N.J., office of New York-based Insignia/ESG Inc. as associate managing director in the industrial group. He is responsible for sales and leasing of properties. Previously, Zimmer was vice president with Mt. Laurel, N.J.-based NAI Mertz Corp.

CB Richard Ellis Inc. Jeff Rice has been promoted from associate to senior associate with Los Angeles-based CB Richard Ellis Inc. He is responsible for the disposition of office investment properties. For the past five years, Rice has been involved in investment transactions in San Diego.

Quadrant George Sherwin has been promoted from vice president to vice president and COO of Bellevue, Wash.-based Quadrant. A 15-year veteran of the company, he is responsible for commercial operations, site development and implementation. Also, Dan Whitaker has been promoted from finance manager to vice president of finance. He is responsible for raising and managing capital, investor relations and sales. Previously, he served as vice president with Portland, Ore.-based National Mortgage Co.

Federal Realty Investment Trust Donald C. Wood as been promoted from senior vice president and CFO to COO of Rockville, Md.-based Federal Realty Investment Trust. He is responsible for financial performance and value enhancement of the Trust's operating properties. Previously, he served as senior vice president for Caesar's World Inc., a subsidiary of New York-based ITT Corp.

BRE Properties Inc. John Townsend has been named vice president of construction, Southern California, for San Francisco, Calif.-based BRE Properties Inc. He is responsible for construction and rehabilitation of developments. Previously, he served as president of Irvine, Calif.-based Regis Contractors LP.

Regent Assisted Living Inc. Louis Swart has been promoted from COO to president of Portland, Ore.-based Regent Assisted Living Inc. He is responsible for day-to-day operations. Previously, Swart served as COO of Burlingame, Calif.-based Hillsdale Group. Also, Dale Zulauf has joined Regent as COO. His respon-sible for 29 assisted-living and Alzheimer's facilities. Previously, he was senior vice president at Boston-based Care Matrix.

Brandywine Realty Trust Bradley W. Harris has joined Newtown Square, Pa.-based Brandywine Realty Trust as president and chief accounting officer. He is responsible for accounting, financial reporting, taxes, MIS and human resources. Previously, he served as controller for Horsham, Pa.-based Envirosource Inc.

Advantis Ted O'Connell has joined Atlanta-based Advantis as managing director in the firm's Tampa, Fla., office. He is responsible for implementing corporate and construction services, institutional investment sales and tenant representation services. Previously, he served as executive vice president and managing director in the Tampa and Orlando offices of Northbrook, Ill.-based Grubb & Ellis.

Loeb Properties Inc. Earl E. Williams Jr. has joined Memphis, Tenn.-based Loeb Properties as senior vice president and CFO. He is responsible for corporate accounting, information systems, insurance and purchasing. Previously, he served as corporate controller with Memphis, Tenn.-based Belz Enterprises.

Parliament Construction Daniel A. Carps has been named vice president of operations for Southfield, Mich.-based Parliament Construction. He is responsible for overseeing all construction projects and implementing quality safety and customer satisfaction. Previously, he was construction manager for Osaka, Japan-based Obayashi Corp.

Transwestern Commercial Services James R. Achen Jr. has joined Houston-based Transwestern Commercial Services as associate vice president of leasing and sales. He is responsible for leasing, third-party management and brokerage. Previously, Achen was associate vice president with Los Angeles-based Daum Commercial Real Estate Services.

PropertyFirst.com Inc. Sterling Champ has joined Alhambra, Calif.-based PropertyFirst.com Inc. as vice president of marketing and business development for the new For Lease product line expected to launch this month. He will be responsible for business initiation and revenue production. Previously, he was a commercial broker at Los Angeles-based CB Richard Ellis.
