Parmenter Realty Partners and Evans & Dew Real Estate broke ground for the Shoppes at Warren Place a 60,000-sq.-ft. open-air retail center in Tulsa, Okla. Ground-breaking is planned for the summer of 2009.

U.S. Capital Holdings Group will develop 321 North, an $800 million mixed-use project in Plantation, Fla. The project will involve redevelopment of the former Plantation Fashion Mall into 550,000 sq. ft. of retail space, 613,000 sq. ft. of office space and 590 residential units. The retail portion of the development is scheduled to be completed in 2011.

GVA Worldwide appointed Richard Kimball as president and CEO for North America. Prior to joining GVA Worldwide, Kimball served as executive vice president of brokerage operations for the Americas with NAI Global.

Buxton appointed Charles Wetzel as president. Previously, Wetzel served as the company's COO. Tom Buxton will remain in the position of CEO.

Cullinan Properties Ltd. broke ground for the Streets of St. Charles, a mixed-use center in St. Charles, Mo. The project will combine 250,000 sq. ft. of retail and entertainment space, 250,000 sq. ft. of office space, 750 residential units and a hotel/conference center. Phase I is scheduled for completion in 2010.

DJM Capital Partners, Inc. will develop the Village at Bella Terra, a mixed-use development in Huntington Beach, Calif. When completed the project will feature 138,000 sq. ft. of retail space and 700 apartments.

Regency Centers completed redevelopment of Hanover Village, a 96,146-sq.-ft. shopping center in Mechanicsville, Va.

The Greenspun Corp. appointed Bruce Deifik as president and COO. Deifik currently serves as president of American Nevada Company, the real estate development arm of the Greenspun Family of Cos.

Investec Real Estate Corp. broke ground on Gene Autry Plaza, an $18 million, 60,000-sq.-ft. shopping center in Palm Springs, Calif. Completion is scheduled for April 2009.

Watt Realty Advisors hired John Lee as vice president. Prior to joining Watt Realty, Lee served as executive vice president with Pacific Century Group.

Winick Realty Group hired Robert S. Weber to be its director of financial retail services. Prior to joining Winick Realty, he served as market director of real estate with JP Morgan Chase.

Urban Housing Group started construction on the Courtyard at Old Town, a mixed-use complex in Monrovia, Calif. When completed, the project will contain 163 luxury apartments and 6,000 sq. ft. of office and retail space. Completion is scheduled for mid-2010.

Regency Centers started construction on the 68,421-sq.-ft. Phase II of Culpeper Colonnade in Culpeper, Va.

FirstService Williams hired Robert Montaquiza as senior vice president of the leasing division in the company's Stamford, Conn., office. Prior to joining FirstService Williams, he worked as vice president and director of leasing with Simone Development.

Five Star Development Group, Inc. will develop the Palmeraie, an 18-acre luxury retail center in Scottsdale, Ariz. The project, part of the Paradise Valley master-planned community, will feature 112 retailers and 12 restaurants. Completion is scheduled for 2010.

KPMG Corporate Finance LLC hired Frank J. Diliberto as managing director of real estate services with the company's real estate auction platform. Prior to joining KPMG, Diliberto worked at Inland Real Estate Auctions, Inc.

Hanley Investment Group Real Estate Advisors hired John Halvorson as senior vice president with a focus on the Arizona retail market. Prior to joining Hanley Investment Group, Halvorson served as managing director with Pacific Commercial Capital.

Highland Village appointed Guy Boyll III as vice president of operations. Prior to joining Highland Village, Boyll served as first vice president and loan officer with BankPlus.

The Forbes Co. appointed Michele Jacobs as corporate director of marketing and operations. Prior to joining Forbes in August 2007, Jacobs served as vice president and general manager with Saks Fifth Avenue at the Gardens Mall.

Jones Lang LaSalle appointed Matt Merrill as vice president. Prior to joining Jones Lang LaSalle, he served as retail real estate director with Citi Trends.

Phillips Edison & Co. appointed Paul Mittmann as director of West Coast acquisitions. Prior to joining Phillips Edison, Mittmann served as vice president of acquisitions with Passco Companies, LLC.

Donahue Schriber promoted Chris Elliott to director of acquisitions and development.

Marcus & Millichap Real Estate Investment Services appointed T. Reed Hudson as director of the national retail group in its Fort Worth, Texas office.

PropertyTract hired Michael J. Gervasio as director of sales. Prior to joining PropertyTract, Gervasio served as an associate in the real estate financial services division of the Schonbraun McCann Group.

Colliers International appointed Bob Mulhern as managing director for the Phoenix region. Prior to joining Colliers International, Mulhern served as president of Reliance Companies.
